Director of Applications (Healthcare) - Boston in Boston, MA


75384 This is a great opportunity for a candidate with a strong background building complex Healthcare applications in a Java/J2EE environment.

This position reports directly to the Chief Information Officer. The Director of Applications will provide leadership that assures the successful structuring, performance, and management of the applications. Responsible for remaining up to date on current and emerging trends and technologies in the areas of application development and support. This position will be responsible for the successful implementation of all application initiatives that are part of the companys strategic initiatives. This role will require hands on project management; the successful candidate must be willing to roll up their sleeves and do what is necessary to get the job done.

Essential Functions:

Demonstrated successes in managing large cross-functional projects following structured software development lifecycle methodologies.
Highly developed formal project management skills and extensive experience with formal project management tools required.
Proven success leading dynamic cross-competency teams using structured project management methodology.
5-10 years of experience managing, motivating and leading information technology resources in a health related/managed care environment.
Must have experience with staff selection, training, and management.
Experience in IT fiscal management, including managing and forecasting budgets, staffing ratios, hardware and software purchase and selection of fiscally sound maintenance and support agreements.
Experience managing large vendor contracts and services.
Expert level of knowledge with Java, J2EE, Web services, SQL.
Experience with Soap messaging, EDI transport protocols a plus, XML.
Experience with IBM WebSphere and content management tools preferred.
Role also requires experience in the selection, integration, and implementation of related healthcare and general technology solutions through vendor selections, RFP generation, and contract negotiation.
Maintain and nurture constructive relationships with all business areas and external vendors and business associates.
Demonstrated ability to manage multiple projects and lights on activities efficiently and effectively with established resources.
Excellent interpersonal, oral, and written skills as well as highly developed quantitative and qualitative analytical skills are required to understand business processes and functions.
Proven track record in contract evaluation and negotiations.
Strong understanding of HIPAA transactions and security requirements.
Must be committed to maintaining SDLC life cycle management and all required documentation and processes.

Department Specific/Non-Essential Functions:

Assure appropriate use of resources and compliance with personnel policies and procedures through review and approval of invoices, time and attendance management, check request, leave request, expense reports, etc.
Development of department specific goals and performance objective for direct reports.
Set development standards and promote training and management of all staff to ensure adherence to established standards.
Gather requirements with senior IT leadership, key business users to guide the selection of vendor products and/or in-house development as indicated.
Experience with QCSI QNXT system preferred
Ability to adapt to changing environments and recognize the value of buy versus build options.

Minimum Requirements:

Education:
B.S. Degree in Computer Science or Health care with demonstrated IT leadership skills. Masters Degree in MIS or MBA with demonstrated IT leadership skills is preferred.

Experience:
5-10 years of experience in health care information technology managing developers, business analysts and applications support staff.
5+ years experience designing, building, testing, and deploying dynamic web applications, experience with Java, J2EE, web services, and EDI.
Demonstrated ability to manage both development and application support resources
Broad experience in information technology disciplines, including, but not limited to architectural frameworks, software lifecycle methodologies, programming languages, including Java and JSP.
Experience with messaging protocols including, XML and SOAP.
